Shipping lithium batteries from China to USA is possible by air freight, selected air DDP services, sea freight and certain express routes. However, battery cargo cannot be quoted reliably from weight and destination alone.
The practical question is not whether lithium batteries are “allowed” to leave China. The real question is whether the exact battery, packing method and shipment configuration can be accepted by a carrier that serves your U.S. destination.
You do not need to become an IATA dangerous-goods specialist before asking VoltFreight for help.
Instead, send us the battery information your supplier already has, together with the shipment size and U.S. destination. We can review the cargo, identify what additional information is required and compare the available transportation options.
Depending on the shipment, VoltFreight can arrange:
- Air freight to a U.S. airport for eligible urgent battery cargo;
- Air DDP door-to-door for selected battery shipments when an approved DDP route is available;
- Sea freight to a U.S. port for heavier, larger or less urgent battery cargo; and
- Express or courier transportation for selected smaller batteries and battery-powered products.
Before your supplier sends battery cargo to a freight warehouse:
Send the battery label, product photos, battery specifications, UN38.3 information if available, packing details, carton dimensions, gross weight and U.S. ZIP code.
We would rather identify a route problem before pickup than after the cargo has already entered the warehouse.
That single step can prevent one of the most common battery-shipping problems: receiving a low general-cargo quotation first, then discovering after warehouse arrival that the battery requires a different carrier, different packing or a completely different shipping method.
Can Lithium Batteries Be Shipped from China to USA?
Yes. Many new lithium-ion batteries, lithium-metal batteries and battery-powered products can be shipped from China to the United States.
However, “lithium battery” is not one freight category.
A carrier may treat each of the following very differently:
- a standalone replacement battery;
- a power bank;
- a battery packed beside the equipment it powers;
- a battery installed inside electronics;
- a standalone e-bike battery;
- a complete e-bike or electric scooter;
- a LiFePO4 solar-storage battery;
- a large industrial battery pack; or
- a damaged or recalled battery.
That is why two shipments with the same gross weight can have completely different routes and prices.
Before confirming the service, we normally need to understand:
- battery chemistry;
- exact manufacturer and model;
- voltage and Ah or mAh capacity;
- Watt-hour rating;
- whether the battery is standalone, packed with equipment or installed in equipment;
- battery quantity per carton;
- battery net weight;
- total shipment size;
- UN38.3 information;
- packing condition;
- cargo-ready date; and
- U.S. ZIP code and delivery type.
Once we have those details, we can determine which routes deserve further carrier review.
Air Airport, Air DDP, Sea Port or Express: Which Service Fits Your Battery?

Do not choose the service only according to speed.
A large battery may technically have an air route but cost so much that sea freight is commercially better.
Likewise, a small battery-powered product may look suitable for courier delivery but still be rejected if the network does not accept its battery configuration.
Our job is to compare what is actually available rather than force every battery into the same shipping channel.
What Should You Send VoltFreight Before Requesting a Quote?
You do not need to know the final UN classification before contacting us.
If possible, start with the following information.
Product and Battery Photos
Send photographs showing:
- the complete product;
- battery label;
- battery model;
- voltage;
- capacity;
- Watt-hour rating if printed;
- inner packing;
- outer carton;
- pallet or crate if used; and
- existing battery marks or hazard labels.
Battery Specification
Ask the supplier for:
- manufacturer;
- model number;
- chemistry;
- nominal voltage;
- Ah or mAh capacity;
- Watt-hours;
- battery dimensions;
- battery weight; and
- quantity installed in each product.
UN38.3 Information
If the supplier has a UN38.3 test summary or related test documentation, send it with the quotation request.
One of the first things to check is whether the model shown in the document matches the model printed on the battery.
A document for an older or different battery model may not support the shipment.
SDS or MSDS
Some airlines, DG warehouses and shipping routes ask for an SDS or MSDS during acceptance.
An SDS can help identify battery chemistry and safety information, but it does not replace UN38.3 or carrier acceptance.
Shipment Information
Also send:
- carton or pallet quantity;
- gross weight;
- carton dimensions;
- battery quantity per carton;
- supplier city in China;
- cargo-ready date;
- commercial value;
- U.S. ZIP code;
- business, residential, warehouse, 3PL or Amazon FBA destination; and
- your required delivery deadline.
If you only have part of this information, send what you have. We can tell you what still needs to be obtained from the supplier.
Why We Need to Identify the Battery Before Choosing the Route
The UN classification and packing instruction are important, but customers should not have to teach themselves the entire dangerous-goods manual before contacting a freight forwarder.
For us, these rules are tools used to answer a practical question:
Which carrier and shipping method can safely and legally accept this cargo?
Standalone Lithium-Ion Batteries — Usually UN3480
Standalone rechargeable batteries can include:
- replacement lithium-ion battery packs;
- power banks;
- standalone e-bike batteries;
- standalone scooter batteries;
- many LiFePO4 batteries; and
- rechargeable battery modules.
These shipments are commonly reviewed as UN3480.
They normally face stricter air-freight restrictions than batteries already installed in equipment.
For ordinary air transportation, standalone UN3480 lithium-ion batteries must generally be offered at a state of charge not exceeding 30% of rated capacity and cannot move as cargo on passenger aircraft without the relevant approvals. For the importer, the useful takeaway is simple:
if your product is essentially the battery itself, tell us before pickup.
We may need a specialist cargo-aircraft route, or we may recommend sea freight if the shipment is heavy.
Battery Packed With Equipment — UN3481
A rechargeable battery packed in the same package as the equipment it is intended to power, but not installed inside the equipment, is commonly reviewed under UN3481 packed with equipment.
For example:
- a cordless power tool packed with its removable battery;
- industrial equipment packed with a dedicated battery pack; or
- another device packed beside the battery designed to operate it.
This distinction matters more in 2026 because IATA changed the state-of-charge treatment for PI966.
For PI966 Section I, lithium-ion batteries must generally be offered at no more than 30% rated capacity. Under Section II, cells or batteries above 2.7 Wh must also generally be at no more than 30%. :contentReference[oaicite:10]{index=10}
The customer does not need to decide whether Section I or II applies before asking us for a route.
Send the battery information and packing photos; we use those details during the air-freight review.
Battery Contained in Equipment — UN3481
A battery installed and secured inside the device it powers is generally reviewed as UN3481 contained in equipment.
Examples can include:
- laptops;
- Bluetooth speakers;
- scanners;
- cameras;
- electronic instruments;
- medical devices; and
- other electronics with built-in rechargeable batteries.
These products often have more air or courier options than standalone battery cargo.
IATA’s 2026 guidance strongly recommends reduced state of charge for lithium-ion batteries contained in equipment: not more than 30% rated capacity or not more than 25% indicated battery capacity. Unlike the affected PI966 provisions, this reduced SoC is currently a recommendation rather than a universal mandatory requirement for PI967. :contentReference[oaicite:11]{index=11}
Again, this is something the forwarder should evaluate during route planning.
Lithium-Metal Batteries
Lithium-metal batteries are generally non-rechargeable.
They commonly use:
- UN3090 when shipped alone; or
- UN3091 when packed with or contained in equipment.
The key technical value is lithium content rather than the Watt-hour calculation normally used for rechargeable lithium-ion batteries.
If your supplier only says “lithium battery” without telling you whether it is lithium-ion or lithium-metal, ask for the battery label and specification before shipping.
What 2026 Air-Battery Rules Matter to a China-to-USA Shipment?
The customer does not need to memorize IATA Packing Instructions 965–970.
However, a few rules directly affect whether we can obtain an air route.
Standalone UN3480 Batteries Need More Air-Freight Planning
Standalone UN3480 shipments normally require cargo-aircraft capacity rather than ordinary passenger-aircraft cargo service.
They are also generally subject to the 30% state-of-charge limit.
This can reduce the number of available flights and increase the handling cost compared with general cargo.
2026 PI966 State-of-Charge Change
Importers sometimes assume the 30% requirement only applies to loose batteries.
That is no longer a safe assumption.
From January 2026, relevant lithium-ion batteries packed with equipment under PI966 are also subject to the reduced SoC rules described above. :contentReference[oaicite:12]{index=12}
This matters operationally because a battery that arrives at our warehouse fully charged may not be something a normal export warehouse can simply “fix” immediately.
The supplier may need to control the charge level before release.
The Airline Can Still Be Stricter Than the Minimum Rule
A battery can appear compliant with the general regulation and still be refused by a particular airline or route.
Carrier acceptance can depend on:
- departure airport;
- transit airport;
- aircraft type;
- battery net weight;
- package quantity;
- airline operator variations;
- origin handling station; and
- destination handling capability.
This is why having UN38.3 and an SDS does not automatically mean that any airline will accept the cargo.
The paperwork allows us to begin the review. The route still has to be confirmed.
How Our Four China-to-USA Battery Shipping Options Work
Option 1: Air Freight to a U.S. Airport
This service works well when:
- the shipment is urgent;
- an eligible battery air route is available; and
- the U.S. importer already has a customs broker and delivery arrangement.
VoltFreight can coordinate:
- supplier pickup when required;
- battery and document review;
- packing and label review;
- China export handling;
- DG air booking coordination;
- airport handling; and
- international air freight to the agreed U.S. airport.
The importer then normally handles U.S. customs clearance, airport release and inland transportation unless those services are separately included.
This option can make sense for established U.S. importers that already have their own customs and logistics partners.
Option 2: Air DDP Door-to-Door
Air DDP is often more convenient for customers who do not want to coordinate the U.S. customs and delivery process separately.
For an eligible battery shipment, the confirmed DDP service can include:
- pickup from the Chinese supplier;
- battery-route review;
- China export handling;
- international air transportation;
- U.S. import customs clearance;
- applicable duties and taxes included in the confirmed DDP quotation; and
- final delivery to the agreed U.S. address.
The main benefit is coordination.
You do not need to find one company for China pickup, another for DG air freight, a separate customs broker and another company for final delivery.
VoltFreight coordinates the confirmed shipment as one logistics solution.
However, DDP does not make battery cargo general cargo.
We still need to confirm that the battery, packing and destination fit an approved route before providing the final DDP quotation.
Option 3: Sea Freight to a U.S. Port
Sea freight is commonly the starting point for:
- large standalone lithium batteries;
- commercial quantities of batteries;
- LiFePO4 storage batteries;
- solar-storage systems;
- e-bike and scooter batteries;
- large power-bank shipments;
- industrial battery packs; and
- heavy battery-powered machinery.
VoltFreight can coordinate:
- China factory pickup when required;
- battery-document review;
- DG packing information review;
- ocean dangerous-goods booking;
- China export customs handling;
- LCL or FCL planning where accepted; and
- sea freight to the agreed U.S. port.
Sea freight removes aircraft-specific limitations, but the battery is still dangerous goods where the applicable maritime regulations classify it as such.
The shipping line and origin warehouse still need to approve the booking.
A port-only quotation also does not automatically include:
- U.S. customs brokerage;
- duties;
- port destination charges;
- storage;
- demurrage or detention;
- trucking; or
- final delivery.
The quotation should clearly state what is included.
Option 4: Express or Courier Battery Shipping
Express is attractive because it is simple for general cargo.
Battery cargo is different.
A courier may accept one product with a small installed battery while refusing:
- standalone batteries;
- power banks;
- large battery packs;
- several spare batteries;
- a heavy e-bike battery; or
- the same cargo to a different ZIP code.
Acceptance can depend on:
- battery configuration;
- Watt-hour rating;
- shipment quantity;
- shipper’s DG account;
- origin station;
- destination;
- package weight; and
- current carrier policy.
This is why some Chinese suppliers refuse to ship a battery product through their normal DHL, UPS or FedEx account even when the buyer is willing to pay more.
The seller may simply not have an approved battery route under that account.
If one courier rejects the cargo, that does not always mean every air solution has failed.
We can check whether another eligible express route, specialist air-freight service or sea-freight option is more practical.
Why Can a Shipment Be Rejected Even If the Supplier Has UN38.3 and MSDS?
This is one of the most common questions from battery importers.
The supplier says:
“We have UN38.3 and MSDS. The battery can ship.”
Those documents are useful, but the carrier still needs to know what is actually being offered for transportation.
Common problems include:
- the UN38.3 document covers another model;
- the document refers to the cell but the shipment contains a complete battery pack;
- the battery label does not show the expected Watt-hour rating;
- the supplier has packed extra batteries that were not declared;
- the shipment configuration is different from the document review;
- the package exceeds the carrier’s accepted quantity or weight;
- the battery is at an unacceptable state of charge;
- the packaging is too weak;
- required marks or labels are missing;
- the selected airline does not accept that configuration; or
- the destination network cannot handle the battery after arrival.
UN38.3 Tells Us About the Battery Design
Lithium battery types used for normal commercial transportation generally need to have passed the applicable UN38.3 test sequence.
The test summary should correspond to the battery being shipped.
During review, useful fields include:
- manufacturer;
- model number;
- battery type;
- Watt-hour rating or lithium content;
- battery weight;
- test laboratory;
- report reference; and
- confirmation of the applicable tests.
SDS Helps Describe the Battery — It Does Not Approve the Route
An SDS provides safety and chemical information.
It does not:
- replace UN38.3;
- replace the correct UN classification;
- guarantee acceptable packing;
- guarantee airline approval; or
- guarantee courier acceptance.
This distinction explains why an importer can have “all the documents” and still need a freight forwarder to review the actual shipment.
Before Your Supplier Sends the Battery to Our Warehouse
This is one of the most important sections of this guide.
Many freight disputes happen because the sequence is wrong.
The wrong sequence is:
Ask for cheapest USD/kg rate → send cargo to warehouse → identify battery problem → change route → change price.
The better sequence is:
Identify battery → review basic documents → review packing → check possible route → confirm quote assumptions → then release cargo.
Ask These Questions Before Supplier Dispatch
- Has the freight forwarder been told clearly that the shipment contains lithium batteries?
- Has the battery label or specification been reviewed?
- Has the available UN38.3 information been checked?
- Is the freight quotation based on battery cargo rather than ordinary general cargo?
- Which service is being quoted: airport, air DDP, sea port or express?
- What is included in the quotation?
- What information is still provisional?
- What could legitimately change after final warehouse measurement?
What Can Still Change After Warehouse Receipt?
Even after preliminary battery approval, some final items can change.
Examples include:
- actual gross weight differs from supplier data;
- carton dimensions differ;
- volumetric weight increases;
- the warehouse finds damaged packaging;
- the actual battery model differs from the submitted model;
- extra batteries are found inside the cartons;
- the goods require repacking; or
- the carrier’s market rate changes before final booking.
The important distinction is transparency.
A customer should understand whether a quotation is:
preliminary
or
confirmed based on reviewed battery and shipment information.
This is much better than discovering after warehouse arrival that the original rate was never valid for battery cargo.
U.S. Customs and Final Delivery: What Changes by Service?
Getting the battery onto the aircraft or vessel is only half the shipment.
The U.S. side still matters.
Air DDP Customers
For an eligible VoltFreight air DDP shipment, we coordinate the import-clearance process and final delivery according to the confirmed quotation.
The customer still needs to provide accurate:
- product description;
- commercial value;
- supplier information;
- product specifications where needed; and
- delivery address.
However, the customer does not have to personally coordinate every customs and delivery provider.
Airport or Seaport Customers
If you choose air-to-airport or sea-to-port service, the importer should normally arrange:
- U.S. customs broker;
- customs bond where required;
- duty payment;
- terminal or port release;
- destination handling; and
- inland transportation.
We recommend having those arrangements ready before the cargo departs China.
Use a Precise U.S. Cargo Description
U.S. Customs and Border Protection expects a clear description detailed enough to identify the merchandise. Broad terms such as “Accessories,” “General Cargo” or vague product descriptions are not adequate. :contentReference[oaicite:13]{index=13}
Instead of:
- Battery
- Electronics
- Accessories
- Parts
use descriptions such as:
- Rechargeable lithium-ion replacement battery pack for cordless power tool
- LiFePO4 rechargeable battery for solar energy storage system
- Portable lithium-ion power bank
- Bluetooth speaker with built-in rechargeable lithium-ion battery
- Standalone rechargeable lithium-ion e-bike battery pack
CBP also requires commercial-invoice information such as an adequate merchandise description, quantity, value and relevant HTS information for entry processing. :contentReference[oaicite:14]{index=14}
Residential and Heavy-Battery Delivery
This is an area many battery-shipping guides overlook.
A 20 kg carton going to a warehouse and a 250 kg pallet going to a residential address are not the same final-mile job.
If your DDP destination is residential or the cargo is heavy, tell us before quoting.
We may need to know:
- whether the address is residential or commercial;
- whether there is a loading dock;
- whether a forklift is available;
- whether liftgate service may be required;
- whether a delivery appointment is required;
- whether the pallet can be unloaded safely; and
- whether the final carrier accepts the battery cargo.
This helps us avoid quoting only the international freight and discovering a last-mile problem after the battery reaches the United States.
Amazon FBA or 3PL Delivery
If the destination is Amazon FBA or a U.S. 3PL warehouse, provide:
- warehouse code or full destination address;
- shipment ID where applicable;
- carton or pallet format;
- delivery requirements; and
- any battery-related receiving requirements from the platform or warehouse.
Transport acceptance and marketplace product compliance are separate issues, so importers should also confirm Amazon or 3PL battery requirements before dispatch.
How Different Battery Products Change the Shipping Solution
Power Banks
Power banks are one of the most commonly misunderstood battery products.
Their primary function is to store energy and supply power to another device. Therefore, lithium-ion power banks are normally treated as standalone lithium batteries rather than ordinary equipment containing a battery.
They commonly fall under UN3480.
Packing a power bank with only a cable or charging adaptor does not automatically convert it into UN3481 packed with equipment.
For small quantities, we can review selected air or express options.
For large commercial quantities, sea freight may be more economical.
Electronics With Built-In Batteries
Products such as:
- Bluetooth speakers;
- scanners;
- cameras;
- portable electronics;
- instruments; and
- selected medical or industrial devices
can have more air and courier options when the battery is installed correctly and the carrier accepts the configuration.
Do not simply describe the cargo as “electronics.”
Send the product model and the battery information as part of the quote request.
E-Bike and E-Scooter Batteries
We first need to know whether you are shipping:
- a standalone replacement battery;
- a battery packed with the vehicle;
- a battery installed inside the vehicle; or
- a complete vehicle plus spare batteries.
A 64 kg complete electric vehicle with an integrated battery may face a very different carrier review from one standalone 5 kg replacement battery.
This is why automated freight platforms sometimes reject complete e-bikes or scooters even when the supplier can provide MSDS and UN38.3 documents.
For larger shipments, sea freight is frequently the more practical option.
LiFePO4 Batteries
LiFePO4, or lithium iron phosphate, is still lithium-ion chemistry for transportation classification purposes.
Large LiFePO4 batteries are commonly used in:
- solar-storage systems;
- RV systems;
- UPS systems;
- home energy storage; and
- industrial backup power.
Because these batteries can be heavy and energy-dense, sea freight is often the commercial starting point.
Smaller urgent shipments can still be reviewed for suitable air routes.
Heavy Industrial Battery Packs
A heavy battery shipment should be reviewed before the importer commits to air freight.
The questions are not only:
> Can it fly?
but also:
> Is the required approval and cargo-aircraft route commercially sensible?
For many large industrial battery shipments, sea freight offers a better balance of capacity and cost.
Why Battery Freight Costs More — and Why Weight Alone Is Not Enough
One of the most common buyer complaints online is:
> “My product costs only a few hundred dollars. Why does shipping cost so much?”
The reason is that freight price does not follow the product’s retail value.
Battery freight may involve additional handling that normal cargo does not require.
The total quotation can depend on:
- UN classification;
- battery chemistry;
- battery configuration;
- Watt-hour rating;
- state of charge;
- battery net weight;
- package quantity;
- packing requirement;
- dangerous-goods warehouse handling;
- documentation;
- carrier acceptance;
- cargo-aircraft availability;
- actual and volumetric weight;
- origin airport or port;
- U.S. destination;
- customs scope;
- duties and taxes for DDP; and
- final delivery conditions.
Battery Handling Can Create Extra Cost Before Departure
Depending on the shipment, origin costs can include:
- factory pickup;
- transfer to a suitable DG warehouse;
- document review;
- dangerous-goods handling;
- repacking;
- UN-specification packaging when required;
- marks and labels;
- airline or shipping-line DG fees; and
- specialist booking procedures.
Volumetric Weight Still Applies to Air Freight
Battery dangerous-goods rules do not remove normal air-freight chargeable-weight rules.
For many preliminary VoltFreight quotations, air volumetric weight is calculated using:
Length × Width × Height (cm) ÷ 6,000
The final route can use its own chargeable-weight basis, so the quotation should confirm the calculation.
A battery-powered machine weighing 70 kg physically can still create much more chargeable weight if it is packed in a large crate.
Compare Like With Like
When comparing freight forwarders, ask whether each quotation includes the same scope.
A cheap quotation may exclude:
- DG handling;
- repacking;
- China pickup;
- customs clearance;
- duties;
- destination charges;
- residential delivery;
- appointment service; or
- other final-delivery requirements.
A good battery quote should make these boundaries clear.
Real-World Battery Shipping Problems Importers Commonly Face
The following are planning scenarios based on recurring importer problems seen across freight and sourcing discussions. They are not presented as VoltFreight shipment records.
Scenario 1: The Supplier Sends the Goods Before the Battery Route Is Confirmed
A buyer purchases battery-powered equipment from China.
The forwarder receives only the product dimensions and gross weight, so a general freight rate is quoted.
The supplier sends the cargo to the Shenzhen warehouse.
After arrival, the forwarder discovers:
- the equipment contains a lithium battery;
- the original route does not accept it;
- the battery documents need review; and
- the final price is higher.
The customer naturally feels that the forwarder changed the agreement after taking control of the cargo.
How to avoid it:
Disclose the battery before pickup and send the product/battery documents for review before the supplier releases the shipment.
Scenario 2: The Supplier Has UN38.3 and MSDS but the Freight Platform Still Says “Rejected”
This is common with e-bikes, electric scooters, industrial equipment and larger built-in batteries.
The documents may be valid, but the automated platform may not support:
- that dangerous-goods classification;
- that battery weight;
- the required aircraft;
- the destination;
- the package size; or
- the complete vehicle configuration.
How we approach it:
We review the physical product, battery model, packing and destination, then determine whether a specialist air route, sea route or another service is more realistic.
Scenario 3: DHL or UPS Will Not Accept the Product
The buyer tells the supplier:
> “I am happy to pay more. Please just ship DHL or UPS.”
The supplier still refuses.
This does not necessarily mean the supplier is being difficult.
The supplier’s courier account may not be approved for the battery configuration.
How we approach it:
We check whether a suitable express route exists. If not, we compare specialist air freight or sea freight instead of repeatedly trying the same parcel network.
Scenario 4: A Small Product Has a Surprisingly High Freight Cost
A small battery or battery-powered product can have a low purchase value but still need a dedicated battery route.
For very small shipments, minimum DG handling and courier restrictions can make the freight cost look disproportionately high.
How we approach it:
We compare whether express, consolidated air or another route is actually worth using. Sometimes the correct advice is that a single low-value battery is not economical to import separately.
Scenario 5: The International Freight Is Complete, but the U.S. Final Mile Becomes the Problem
Consider a heavy battery product delivered to a residential address.
The international transport is successful, but the final carrier discovers:
- there is no loading dock;
- the crate cannot be unloaded manually;
- an appointment is required; or
- the local network has battery restrictions.
How to avoid it:
Provide the final delivery type and unloading conditions before the DDP quotation is confirmed.
